More than six million Dominicans hold out-of-date personal identification cards called 'cedulas', and the Central Electoral Board (JCE) does not know when it will begin the process of renewing them. Roberto Rosario, the head of the newly formed JCE, said that the process would begin when the agency has the money available. Rosario also urged all Dominicans who have not had their biometrics registered by the JCE to do so as soon as possible. So far some 3.7 million citizens have been registered for the new type of 'cedula' that will carry the biometric information.
