In his column in today's El Caribe, journalist Miguel Guerrero analyzes the efforts to promote President Leonel Fernandez's aspirations to another term in government.

Guerrero says that the movement that seeks to keep the President in power beyond this term that expires on 16 August "is demented, from any angle that it is looked at or analyzed."

He comments that the Constitution is clear on the matter and the text cannot be object of manipulation to accommodate interpretations. He said this would be the case if a referendum is called to invalidate Art. 124 of the Constitution that establishes that the President of the Republic will be elected every four years "and cannot be elected for the consecutive constitutional period."

He explains that the Constitution "is categorical in regards to the new figure of the referendum." He explains that it establishes that the public consultations will be regulated by a law that will determine its celebration on the condition that "it cannot deal on approval or revocation of the mandate of any elected or designated mandate."

Guerrero explains that this means that while the consultation cannot be used to replace a President it is neither valid to prolong his mandate beyond the term for which he was elected.

He comments that President Fernandez said once that he would not be candidate for a third consecutive mandate by conviction and because the Constitution prohibited him from doing so. But then he mentions that Fernandez's "tacit approval with his silence to the re-election sends rolling on the floor his convictions and the respect for the Constitution to which he swore to."
