The economic crisis, the complaint of irregularities and the lawsuits against the Health Risk Administration of the Medical Insurance for Teachers (ARS Semma) ended with the dismissal of Taina Gautreau as the executive director of the agency. By means of Decree 21-11, President Leonel Fernandez repealed Decree 516-10 of 7 September 2010 that placed Gautreau at the head of the teachers HMO and appointed her as a deputy minister of Education, and an advisor on issues of Student Nutrition and Health Services. Gautreau rejected the new post and said she would stay at home until President Fernandez appoints her to some other post.

Since she took over the leadership of ARS Semma last September, evident differences emerged between her and the Minister of Education, Melanio Paredes, while the crisis kept thousands of teachers and their dependants from receiving health services, and got worse with the refusal of private clinics to accept the insurance.

The repeal of the decree was supposedly requested last December by the president of the board of Semma, Paredes, who recently created a commission to find a solution to the crisis and design an evaluation program and payment of the debts contracted with the health service providers. Nearly at the same time, moments before the decree was made public, the superintendent of Health and Labor Risks (Sisalril), Fernando Caamano, asked the director of ARS Semma, the owners of private clinics and the other Health Service Providers to reconcile the debts and allow better service to their affiliates.
