Julissa Cruz Abreu, who heads the Regulation Department at Indotel, says that the implementation of the number portability program has resulted in better services and prices for consumers. "The success of this project is not measured in the number of customers that changed providers but in the effects in the market, how it has made the competition more dynamic, with a reduction in prices, at the same time whether was an improvement in quality of service and in investments".

As of December, 15 months into the program, 58,278 consumers had switched providers. She says the success of the program is reflected in the number of special deals now available. She mentioned that while list prices have remained stable, consumers can now choose between getting free access to their favorite telephone numbers, free use of calls between their provider on weekends, equaling of cost of local calls and international calls, and thousands of free minutes during the year. In an interview in Listin Diario, she said that as an indirect consequence the price of broadband Internet service has dropped. "While numeric portability has to do with telephones, the technological evolution has brought us the convergence of services," she said. She added that 30% of the numbers switched in the first year were fixed lines. She said this had led telephone companies to improve their residential and commercial plans.
