The Police are insisting that former police lieutenant colonel Virgilio Casilla Minaya was killed in a simple robbery, and that the assailants were after his gold chain and his gun. Casilla Minaya worked in the Police internal affairs department and was investigating around 20 cases of internal police corruption. Casilla was shot dead on 21 January in Los Alcarrizos
The day before he was killed, he had told his brother he had been offered RD$50,000 bribe to drop an investigation.
The Police are accusing Idis Amin Fermin Penalo (Tatao), Junior Antonio Valdez Rodriguez and Samuel Tejeda Hidalgo (Samuelito) who are under arrest and in preventive custody. The Police said that others who wanted to steal his chain and his gun were Joel Celado Batista, Jose Luis Solano, Gregory Jose Arias Ozuna and Eddy Manuel Carvajal Acosta who were arrested and are accused of another robbery in Los Alcarrizos, where a ring, RD$22,000 in cash, a Blackberry and a handbag were stolen.
The Police said that Police Major Cristino Batista, who Fermin Penalo had said had told him not to hand himself over to the authorities, has been suspended and is under investigation. Police Major Polanco Gomez defended Batista.
Meanwhile, Hoy reported that taxi driver Diego Antonio Cruz Hernandez, also involved in the murder of Virgilio Casilla Minaya, was intoxicated by a breakfast juice served to him at the Santo Domingo Province Palace of Justice. He claimed this was a murder attempt because he had given details of Casilla Minaya's murder. He said he received RD$3,000 to transport Samuel Tejada Hidalgo, Idis Amin Fermin and Yunior Antonio Valdez, accused of being the material killers. He is under preventive custody at La Victoria jail.
Casilla's brother, who works as a state prosecutor, said the family is satisfied with the Police version. Another brother earlier disputed the reports.
An editorial in El Caribe says that as investigations into the case progress, there are increasing doubts about the police conclusions reported in a press conference. El Caribe says they are confusing and contradictory. "It is implausible that there was a criminal plot that involves more individuals every day if the main reason was to steal a golden chain. This is not a very convincing version."
El Dia reports the Police have given three versions of Casilla's death. The first version was that a low-ranking policeman had paid RD$300,000 to a group of three men by contract for the killing. The second version is that Fermin Pena, Valdez Rodriguez and Tejada Hidalgo transported by Cruz Hernandez. The third version is that the assailants were Celado Batista, Solano, Carvajal and Arias Ozuna.
