Following the Uruguayan model, the Dominican Social Security System is contemplating adding domestic servants and other informal workers into the system. The National Social Security Council (CNSS) is working on a project aimed at including an estimated 230,000 domestic employees in the system. This will be the first step towards beginning a subsidized contributory scheme, which will cover 3.5 million informal workers, including domestics, according to official figures.

The authorities are looking for an alternative so that the subsidy that Law 87-01 contemplates for the state to supply the lack of a formal employer, will be based on tax exemptions for people who enter and report to the system. Commenting on the change, CNSS deputy manager Julio Sanz said that a subsidy program should be established for pensions, with an actuarial study that will allow them to know what the state's responsibility will be within 15 or 20 years when these workers are eligible for the benefits of the social model. Likewise, he trusts that by 16 August 2012, the number of Dominicans covered by Social Security will reach 65% of the population. The PLD administration seeks to continue in power as of 16 August 2012.
