In a move that is sure to startle some, the Haitian authorities have issued a passport for former President Jean Bertrand Aristide. The passport was given to Aristide's lawyer. According to Hoy newspaper, "all the formalities were fulfilled". The issuing authority was said to have requested anonymity. Aristide would be the second of the nation's exiled former leaders to return, coming on the heels of the return of "Baby Doc" Duvalier last month. The son of former dictator Francois Duvalier "Papa Doc", Jean Claude or "Baby Doc" was considered a dictator in his own right before going into exile 25 years ago. Only General Namphy is still in exile.
