The registration of candidates for the Council of the Judicial Branch closes today, at 4:30pm, amidst an intense campaign by the candidates to secure the votes of more than 600 judges who need to elect the five members of the Council on the 18th of this month.
In the meantime, the judges of the Penal Chamber of the Appeals Court in San Pedro de Macoris, Jose Manuel Glass Gutierrez and of the Civil and Commercial Chamber of San Cristobal, Juan Alfredo Biaggi, withdrew their candidacies in order to back magistrate Samuel Aries Arzeno of the Civil Court of Santo Domingo. Also competing are judges Dario Gomez Herrera of the Appeals Court of the province of Santo Domingo and Yuderka Villanueva, the judge at the Labor Court of the province of Santo Domingo.
According to Diario Libre, the candidates to represent the courts of the First Instance are judges Francisco Arias Valera, from the Court of Instruction for the province of Santo Domingo, and the judge for the Execution of Sentences of Santiago, Ruben Dario Cruz Uceta. Also, Willian Encarnacion Mejia, from the Children and Youth Court in Santiago, Miguelina Urena from the Civil and Commercial Court in Santiago and Jose Suriel of the Labor Court of El Seibo. The Justices of Peace who are seeking positions on the Council are Elias Santini Perera from the Traffic Court of the National District and Juan Casilla from San Juan de la Maguana.
The regulations for the election of the members of the Council establish the use of voting rolls, boxes for votes, a ticket that should be signed and sealed, besides prohibiting the judges from using work time and institutional resources for their campaigns. Once the election results are released, the decisions of the Electoral Committee can be appealed to the committee and then to the Council. According to article 16 of the regulations, all challenges should be channeled through the Electoral Committee within five days.
