Colombian-Dominican consortium Dovicon is planning the construction of the Santiago beltway, Navarrete-Puerto Plata, Santo Domingo-Navarrete, in addition to taking responsibility for maintenance works on these roads and on the 6 de Noviembre (Santo Domingo-San Cristobal), and Carr. Sanchez (Cristobal-Bani) highways. The 30-year concession contract sent to Congress for approval involves the installation of tollbooths as of 1 April at the Km. 31 of Autopista Duarte (Pedro Brand), Km. 3 of Autopista 6 de Noviembre (San Cristobal), Km. 13 of Autopista Sanchez (San Cristobal-Bani), Km. 137 (La Penda) of Duarte Highway and Km. 33 of Navarrete-Puerto Plata highway.

The 24-km Santiago beltway (Avenida Circunvalacion) will divert traffic that currently has to pass through the city of Santiago causing major bottlenecks. This project involves the construction of 12 bridges and overpasses for vehicles designed to ease the flow of vehicles, as reported in El Caribe.

The expansion of the highway linking Navarrete and Puerto Plata will include the construction of nine bridges and the repair of the existing road. New links to the Duarte Highway and an exit to Puerto Plata will be built. A traffic distributor will be built for connections to the municipalities of Altamira, Imbert and Luperon.

Dovicon will also be responsible for re-paving the Duarte Highway from Santo Domingo to Navarrete, including the La Cuaba-Controbas crossing. The plan includes building five pedestrian overpasses on the Duarte highway.

In an interview in El Caribe, Dovicon executive president Armin Ricardo Garcia Acuna said that the company would also be responsible for assisting drivers on the highway with health and vehicular emergency services and road maintenance services like those already available on the Samana and Santo Domingo-La Romana highways. Dovicon also provides these services on the Autopista del Nordeste.

A contract for the highways concession is in Congress.

During the Hipolito Mejia government tolls were increased from RD$5 to RD$30 on the Duarte Highway to use the funds for maintenance but neither that government nor the succeeding Fernandez administrations have provided adequate maintenance and the highway has fallen into disrepair. Dovicon told El Caribe it is studying the possibility of charging RD$50 or more for tolls.
