Businessman Jose Antonio Martinez Rojas says that the proposal to establish tollbooths on the country's leading highways is in violation of the Constitution. He says the tolls at the Samana highway cannot be opposed because there is an alternative route through Cotui or San Francisco de Macoris. This would not be the case if tolls were to be established at the Sanchez and 6 de Noviembre highways to San Cristobal, at several points along the Duarte Highway and the highway to Puerto Plata. Martinez writes that the "poisoned chalice" that is being offered is for the company to provide an ambulance service, highway mechanical assistance and maintain the paving of the highways. He warns that Codacsa, a company that has the contract for the Autovia del Este has not kept up the maintenance of the highway at several points, mentioning Andres and the entrance to the Caucedo Port. He says the government will have to suffer a high political cost if the highways are concessioned to the Dominican-Colombian company. The Consorcio Dominicano de Vias Concesionarias (Dovicon) has the concession for the operation of the Samana highway. He says that the plan is to increase the tolls to RD$30 to RD$60, as reported in Hoy.
