Today's Diario Libre editorial makes the point that while the hotel associations have led the fight against a new tax announced by the National District Municipality (ADN), the effects of the new taxes will be felt by all homeowners who should join the protest.

The editorial states that owners of properties in the city will not be able to sell them if they have not paid the new RD$2/RD$1,000 tax the city government wants to levy on property ownership. The AND will also have the right to decide how much properties are worth. Previously, this was the responsibility of the Department of Taxes (DGII). The city government resolution establishes this would not be less than what was established by the DGII, but could be more. "Once the resolution goes into effect, now that it has been questioned, the politicized city government will put the price of properties and will impede them from being sold without paying the new tax. That means they will be both judge and jury."

The editorialist concludes that the new tax rules would not pass constitutional scrutiny.
