Despite urgings from the Dominican Lawyers Association, legislation to establish an Organic Law that covers the Constitutional Court is still stuck in the Chamber of Deputies. In the face of a lack of a consensus, the deputies left the discussions on the legislative proposal that creates the Organic Law of the Constitutional Court for today. Nonetheless, yesterday they declared the proposed Law to Modify the Organic Law of the National Council of Magistrates (CNM) to be an urgent measure and passed it in two consecutive readings.
Diario Libre says that the stalemate on the Organic Law of the Constitutional Court (TC) continues to be the issue of the age of the judges who will make up the tribunal.
Chamber of Deputies Justice Commission chairman Demostenes Martinez said that they have not been able to reach an agreement on the Constitutional Court judges retirement age. The Justice Commission will meet at 9am today (Wednesday), and representatives of the three main parties have been invited to the meeting.
Martinez says that they are making valid interpretations of the Constitution regarding the age of entering and the age of retirement of the judges on the tribunal and that the Justice Commission will meet this afternoon and tomorrow so that they can provide a report on the issue before the session begins.
There has been speculation that retiring judges of the Supreme Court of Justice could be chosen for the Constitutional Court.
