In a new move, the Central Electoral Board (JCE) will now select the members of the local electoral boards, choosing the candidates carefully, whereas before the local board members were generally well known citizens of good standing. The JCE announced the beginning of the selection process for all members of the country's local election boards. According to the timeline for the next elections, this process will last from 23 February to 14 April 2011.

Electoral Affairs coordinator Eddy Olivares told Diario Libre yesterday that on his initiative, the JCE is implementing a decision taken by the JCE Plenary that seeks to guarantee the efficiency of services provided by these electoral agencies in the run-up to the next elections. The requirements for applicants include a university degree, preferably in law, because according to Olivares, most members of the country's 155 local election boards do not fulfill this requirement.

Moreover, they will have to be over 25, without a criminal record, reside in the municipality where they apply, have no political affiliation, activism or involvement, and cannot be on the government payroll, among other criteria. For the first time, the JCE has decided to replace the Election Board restructuring process with a selection process with the goal of achieving their improved efficiency as the JCE approaches the 20 May 2012 elections.
