The cholera epidemic in Haiti has encouraged local authorities to improve migration controls. The Army, now under new chief Major General Carlos A Rivera, says it has deported 6,972 Haitians in the past six weeks. Major General Rivera says that the bi-weekly market days make it easy for Haitians to enter the country illegally. On those days Haitians are allowed to cross to shop and sell goods in Dominican border cities. The army has confiscated 75 vehicles and dozens of motorcycles used to transport the foreigners. The deportees include 10 Cubans, as reported in Listin Diario.

He said this is the first time that border operations against contraband have been carried out with such success. They have confiscated hundreds of guns and 50 lbs of cocaine and marijuana. Rivera mentioned one case of a pick-up truck transporting 50 Haitians. The driver offered a bribe of RD$22,000 to the army intelligence G2 unit members who stopped the vehicle at 3am. He commended Captain Francisco Rodriguez for rejecting the bribe. The Army chief said that complicity and accepting bribes is less prevalent along the border. He said the intelligence services are monitoring the soldiers and their superiors.
