The Mayor of the National District (Santo Domingo) Roberto Salcedo has asked city councilors to review the resolution that created new property taxes. The resolution, issued in December 2010 has met with major opposition from realtors and developers associations and the hotel sector in Santo Domingo, as well as from the National Business Council. Critics of the tax say it duplicates taxes already levied on real estate by the government Tax Department.

"The City Council has clearly defined the city that the residents in the municipality desire and that was established in the Strategic Plan designed as a result of the City Congress held two years ago and in which all sectors were represented. Therefore, we understand that a debate on how the demand for services the city requires will be paid for is healthy," said Salcedo, as reported in Diario Libre.

Business representatives had accused Salcedo of misuse of present government funds, saying that he is in violation of the city municipality law 176-07 that establishes that the municipal councils may only spend 25% of their budget on payroll, and a minimum 40% investment in public works is required. Nonetheless, the council spent RD$218 million on payroll and only RD$8 million on city works.
