In his speech to the National Assembly on Sunday, President Fernandez instructed the director of the Directorate to Prevent Administrative Corruption (DPCA) to go after everyone linked to corruption, "with each person being responsible for his actions". However, the director of the DPCA told El Nuevo Diario reporters that he does not have enough funds for prosecuting offenders. Hotoniel Bonilla said that even the Public Defender has more money to spend on defending criminals than he does to prosecute them. He gave the example of a case when the DPCA was prosecuting some former Central Bank officials for fraud and their legal defense was paid by the Monetary Board, which is part of the government!

Bonilla did say that his agency was preparing several cases to be presented to the courts shortly and he added that the President's comments just go to show that no restraints are placed on his investigations into administrative corruption.

The DPCA is a department of the Prosecutor General Office. When Diario Libre reporters inquired as to this opinion of Hotoniel Bonilla with Prosecutor General Radhames Jimenez, the latter said he was providing the necessary resources to the DPCA.
