The National District Municipal Council has revoked the property tax that ordered city property owners to pay 2% per RD$1000 of the value of the property. The decision was approved by Ordinance 01-2011 yesterday, repealing Ordinance 03-2010 emitted on 23 December. The resolution worked out by the City Council Budget and Finance Commission says that, "a formal appeal for reconsideration of the ordinances described was filed by the Dominican Housing Builders and Promoters Association (Acoprovi) on 20 January 2011". The same ordinance returns Ordinances 4 and 5 of 2010 to the commission for study and discussion. These ordinances increased the cost of plans, procedures, tariffs and taxes by the city government Urban Planning Department, and the collection of solid waste (garbage), respectively.
Diario Libre reported that the City Council met with 28 out of 37 council members present, after last Friday's session was suspended for a lack of quorum. After the revocation of the ordinance, Waldys Taveras, one of the two council members who had publicly opposed the ordinance in the first place, said, "the council has listened to the people's heart, as they heard the complaints from all the different sectors". Meanwhile, City Council president Winni Terrero admitted that, "the proposal for the tax should have been submitted to more public discussions before taking the decision".
