President Leonel Fernandez reshuffled several cabinet members yesterday, and left some officers without government jobs. The changes also affected the Navy Chief of Staff, some Army posts and several National Police departments.
In Decree 90-11, Fernandez appointed Josefina Pimentel as the new Minister of Education, replacing the controversial Melanio Paredes. Pimentel was the director of the governmental Professional and Technical Training Institute (INFOTEP). Paredes, who came up from the ranks of the public teachers' union, was also director of INFOTEP prior to his appointment to the Ministry of Education. The Ministry of Education under Melanio Paredes has been under fire over a series of scandals - the public school breakfast food poisoning cases, the collapse of the teachers' medical insurance program, the new Mexican textbook purchase eliminating language studies, the installation of an elevator for use by the Minister.
Decree 90-11 also appoints Banco de Reservas general manager, Daniel Toribio as the new Minister of Hacienda. In turn, Minister of Hacienda Vicente Bengoa was appointed to Toribio's post.
Minister of Interior & Police Franklin Almeyda was dismissed, as was Jose Tomas Perez, director of the Dominican Civil Aviation Institute (IDAC). Jose Tomas Perez and Franklin Almeyda had requested a leave of absence to concentrate on campaigning for the ruling PLD party's presidential nomination. Both are members of the party's Political Committee. The Presidency recently authorized Vice President Rafael Alburquerque to take a leave of from his duties in charge of social programs.
In Presidential Decree 91-11, Fernandez appointed Industry and Commerce Minister Jose Ramon Fadul to replace Franklin Almeyda Rancier as Minister of the Interior and the Police. Marcelino Alejandro Herrera Rodriguez was named the new director of the IDAC, replacing Perez. Oquendo Medina is the new director of National Public Administration Institute (INAP) replacing Roberto Obando Prestol.
Paredes, Almeyda and Perez were not assigned new posts. No announcements have been made on who would replace Fadul at the Ministry of Industry and Commerce, or Pimentel at INFOTEP.
Decree 92-11 promotes National Police Colonel Ramon Antonio Jimenez to the rank of brigadier general and sends him to retirement with his pension.
In Decree 87-11, the Executive Branch designated Vice-Admiral Nicolas Cabrera Arias as the new chief of staff of the Dominican Navy, in substitution of Homero Luis Lajara Sola, who was appointed Vice-Minister of the Armed Forces.
In the same decree, the President appointed Rear Admiral Edwin Rafael Dominici Rosario as the deputy chief of staff of the Navy, in substitution of Luis Rafael Lee Ballester.
The President also appointed Rear Admiral Nadir Ricardo Almonte Alonzo as Inspector of the Navy, and Rear Admiral Roger Thomas Mora Jimenez was put in charge of the 27 de Febrero Naval Base.
Decree 86-11 put Army Generals Pablo Gregorio Cavallo, Napoleon Terrero and Abraham Luna Rodriguez in command of the First, Second and Fourth Infantry Battalions.
