Some 72 hours before his speech to the nation, President Leonel Fernandez held a three-hour meeting with the country's 31 provincial governors and heard them express their communities' most urgent needs, including the possibility of increasing the number of farmers' markets as well as finishing projects and beginning others.

After the meeting that was held in the Government Council Room of the Presidential Palace, the Minister of the Presidency, Cesar Pina Toribio, held a press conference and said that the President had received a report from the provincial authorities that showed that most construction projects in their towns are nearly finished.

According to Diario Libre, Pina Toribio said that the President asked the governors to provide a list of the projects that need to be finished right away "so that, given their priority, the government can finish them". "The President stressed the importance of the farmers' markets in poor areas so that people can benefit from lower food prices", said Pina Toribio.
