Economists Henri Hebrard, Miguel Ceara Hatton and Guillermo Caram believe that the measures that the administration should take in the short-term to deal with the high price of petroleum should include traffic reorganization, restrictions on the use of official vehicles, and an adjustment in the working hours of public offices and some areas in the private sector.

Ceara Hatton was emphatic about the need to reduce traffic jams. Hebrard recommended longer working days Monday through Thursday and no work on Friday, which would save one day's worth of fuel. The economists all suggested implementing a ban on using all government vehicles on the weekends. As reported by Hoy, variations in working hours could also contribute to reducing traffic jams.
