The addition of a qualifying vote to the Organic Law of the National Council of Magistrates by President Fernandez has caused concerns among the National Business Council (CONEP) members, who believe that it destroys the balance of the council. CONEP president Manuel Diez Cabral said that some of the presidential observations on the law that will establish the National Council of Magistrates (CNM) are a cause for concern. These changes in the law, suggested by the President, were hurriedly approved last week by the Senate and now await approval by the Chamber of Deputies, according to El Caribe. Diez Cabral said that the changes to Article 13 were particularly problematic because not only do they establish a tie-breaking vote for the President of the Republic, they also give decisions taken after a second convocation special permission to be valid with the approval of the majority of the members present at the second session, instead of the vote of five of the six members of the CNM.
