That's right a chat room on the web site, you will see the block on the right side all the way at the bottom. If you want me to move it somewhere else let me know.
NOTE: It can't be on the right side and visible when in the Forums.

Or you can do CTRL-ENTER as well

To use this applet, you must enable the JAVA applets execution. Theorically, a JVM 1.0 is enough :-). Using NukeChat v 1.1.7 from http://www.ig-2000.com (www.ig-2000.com).

Go to Tools --> Internet Options, click the Advanced tab and then scroll down. You should see either Microsoft VM or Java. There should be a check box next to one of those.

It's checked already java 2v1.4.2 applet
