The National Police reported that on Saturday at 4pm, 30-year old Rufino Ramirez Vargas, the driver of the bus in which seven young people were killed when they were on their way back from a day trip. The tragedy occurred in Santo Domingo North on the La Victoria highway on Saturday, 19 March. Ramirez handed himself in to the Cotui police station, with the mediation of parish priest Rafael Munoz from La Altagracia in Cotui.

The young group members had enjoyed an afternoon at a country club. Cellphone video footage taken by the passengers showed that Rufino Ramirez had been drinking. As reported in El Caribe, Ramirez denied his drinking was the cause of the accident. "I had some drinks, but I did not have an excess; that had nothing to do with the accident," he said.

The survivors said he was speeding and resisted giving the wheel to his assistant.

He told the press he ran because the rescuers had tried to lynch him after the accident. Diario Libre, nevertheless, reports that the accident occurred far from where the victims lived.

Police Chief Jose Polanco Gomez said that the case would not be treated as a simple accident, but as voluntary homicide because it has been established that the driver was drinking, and the survivors said that he was driving recklessly, as reported in El Caribe.

As reported in Diario Libre, the Police chief said that Rufino Ramirez was a protege of a leader of the Fenatrano bus union. The bus is affiliated to the Route 2E Punta Villa Mella-La Feria.

At the time of the accident, Ramirez was driving without a valid drivers license because it was retained by AMET agents after he was involved in another accident.
