The Senate has passed the concession of the several of the nation's present and future toll booths to a private company, Dominican Concessioned Roadways Consortium (Dovicon) that will be responsible for the design, financing, construction, operation and maintenance of a road project to be known as Viadom, for US$471.9 million.

The project was negotiated by Public Works Minister Victor Diaz Rua on behalf of the Dominican government. It involves the rehabilitation, operation and maintenance of Duarte Highway from Santo Domingo to the southern access to Santiago, a 127-kilometer stretch.

The consortium is also entrusted with the rehabilitation, operation and maintenance of the 6 November Highway linking San Cristobal with Santo Domingo. It also will be responsible for the repair of the Santiago-Navarrete highway and the maintenance of the Navarrete to Puerto Plata highway, some 44kms. The project includes the expansion to four lanes, rehabilitation and maintenance of the Navarrete-Puerto Plata highway.

The contract involves the construction, operation and maintenance of the new Circunvalacion de Santiago, the new thoroughfare that will enable through traffic to avoid the city center. This highway is under construction and will be 24kms long.

During the Hipolito Mejia administration, tolls were increased from RD$5 to RD$30 with the argument that the funds would be used for highway maintenance, but it is apparent from their deteriorated state that the funds were used in other ways.

According to some reports tolls could increase to RD$50 and more toll booths added to fund this new contract.
