A former president of a Latin American country recently commented that Latin American countries are easy to govern because the crisis that occurs in the afternoon makes the people forget the morning crisis and the evening crisis leads to forgetting the afternoon crisis, says today's Diario Libre editorial writer.

Continuing with the comment, the point is made that the recurring crisis is a characteristic of unstable countries, which lack a state where the rule of the law prevails and live within the precariousness of underdevelopment.

"There are so many needs and so few resources, that it is impossible to please everyone and to take long-term measures," writes the editorialist.

"That is where the statesman is needed, a man or woman with the knack to govern to define the priorities and establish the specific goals of the administration.

"We Dominicans have not had leadership that solves a single basic problem in each government period. Instead of trying to do it all, focus on one of the problems. For that generosity from the political class is lacking," writes the editorialist.
