The president of the National Human Rights Commission (CNDH) has described a recent statement by Foreign Affairs Minister Carlos Morales Troncoso as a "fallacy". Earlier this week, Troncoso said that non-governmental organizations used the country to justify their financing at an international level.

Manuel Maria Mercedes called on Morales Troncoso to present proof that demonstrates "that the complaints that we file are to justify the international financing that we receive". During his participation in the Omnimedia Group's Dialogo Libre (Free Dialogue), Morales Troncoso said that "there are non-governmental organizations (NGOs) that want to justify themselves with the Dominican Republic," especially in the area of human rights. He said that he had "tangible evidence" of this. Although it is a Dominican entity, the CNDH is affiliated to international organizations, including the International Human Rights Federation and Amnesty International. The latter has published reports of human rights violations in the DR, a stance endorsed by Mercedes. The CNDH president said that if the Minister cannot show proof of his complaint, they could sue him for defamation.
