Education bluff?

The board of directors of the Action for Education (Educa) civil society movement has criticized the government's use of the 4% for education movement as a pretext for increasing taxes. The board says if the government genuinely intended to increase funding for education, the bill should state that the funds would go directly from the Tax Department (DGII) to the Ministry of Education. Instead, the government says that the money will go to the National Treasury general fund.
