The IMF mission led by Alejandro Santos met with the Senate and the Chamber of Deputies hacienda committees and the Fernandez administration economic team yesterday to explain the new tax increases to compensate for the budgetary deficit. The government deficit has been compounded by the increasing price of petrol.

Present were Central Bank governor Hector Valdez Albizu, Hacienda Minister Daniel Toribio, Central Bank vice governor Clarissa de la Rocha and Central Bank manager Pedro Silverio. Representing the IMF were Mario Dehesa, Teresa Daban, Rafael Espinosa and Julio Estrella. The Dominican government's delegate to the IMF Julio Estrella suffered a fatal heart attack during the discussions.

Senate hacienda commission members present were Tommy Galan, Dioni Sanchez, Charlie Mariotti, Rafael Calderon, Carlos Castillo, Amilcar Romero and Felix Vasquez. The Chamber of Deputies hacienda commission was represented by Marino Collante, Milciades Franjul, Victor (Ito) Bisono and Lupe Nunez.

Congress needs to vote on the tax package. Santos told the legislators that if it is not approved the government would be hard pressed to implement the 2011 national budget and there would be serious consequences for the public finances.

Governor of Central Bank Hector Valdez Albizu argued that the tax measures have been designed to have the least impact on low income sectors.

Business and civil society sectors have instead called for reductions in the government's continued excessive spending.
