The Dominican advisor to the executive director of the International Monetary Fund, economist Julio Cesar Estrella Perez died yesterday after suffering a heart attack during a work meeting at the Central Bank. He was 46 years old. He died while receiving emergency treatment at the nearby Centro de Otorrinolaringologia y Especialidades where he was taken from the Bank.
He was participating in the fifth and sixth reviews of the IMF Stand-by arrangement. As a result of the reviews, the government has announced an 8% increase in the electricity rates and a tax package that seeks to raise RD$9.5 billion in revenues to compensate for the growing Fernandez administration fiscal deficit.
