The Executive Branch has issued decrees 334-11 and 335-11 appointing a new director and deputy director to the General Quality Control Department (Digenor). The new director is Manuel Guerrero, who will replace Julio Santana. Santana was appointed a Deputy Minister of Industry and Commerce. At the same time, according to El Caribe, Franklin P. de Jesus Diaz Perez was appointed deputy director of the Digenor agency replacing Josue Francisco de Jesus Santos.

Santana, a member of the National Progressive Force (FNP) was sent to the new post following the scandal that surrounded the importation of cement from Jamaica. At the beginning of May of this year, a truckload of cement imported from Jamaica was seized by Pro-Consumidor at the Port of Boca Chica. Santana publicly defended the legality of the import. The Cement Producers Association complained that Digenor had broken the rules by facilitating the importing of the product from Jamaica.
