Gynecologist Lilliam Fondeur, who has been active in campaigning for public health, is calling for the government low-cost pharmacies (Promese) to begin selling birth control pills and condoms, too. She said the sale would contribute to reducing teenage pregnancies and sexually transmitted diseases. She said Promese now has the largest network of pharmacies in Latin America, with 436 stores nationwide. Fondeur said that birth control pills and condoms were essential pharmaceuticals. She said the economic and social cost of not selling them was "immeasurable."

She said the government needed to put aside the religious influence that has impeded the sale of birth control pills and condoms at the pharmacies. She said that meanwhile teenage pregnancies were on the rise. As reported in El Nacional, she said that in 2007 the teenage pregnancy rate was 20.7%, but it is much higher today.
