On the other hand, the president of the Housing Constructors and Promoters Association (Acoprovi), Fermin Acosta and builder Jose Rodriguez accused the government of being the largest employer of illegal construction workers. They said that the government, through the Ministry of Public Works, the Supervisory Office of Public Works and OPRET on the construction of the second line of the metro are the main employers of illegal labor. They estimated that 80% of workers employed in government construction projects are illegal foreigners.
On Thursday, Migration Department Director Jose Ricardo Taveras warned that penalties would be applied to companies that employee illegal Haitian labor. Engineer Rodriguez responded by saying that "then they have to start by putting Diandino Pena (responsible for the construction of the Metro) in jail. He also said they would have to put Public Works Minister Victor Diaz Rua in jail for hiring illegal labor.
He said the director of Migration has to start by applying the law "by the house, that is by the government so that what they are demanding of the private sector be met by government institutions."
He challenged the director of Migration to find Dominican workers for construction.
