Using data from a 2006 UNDP study, the Catholic University of Santo Domingo reported that about 1.8 million Dominicans do not have access to potable water. This means that 465,000 families do not have mains water supplies in their houses. The study is part of the "World Report on Human Development 2006" by the United Nations Development Program (UNDP). According to the data, there is a direct correlation between access to potable water and infant mortality. The study also shows that provinces with the lowest percentage of housing with indoor sanitary facilities also had the highest rates of infant mortality. The provinces are Bahoruco, Monte Plata, San Juan de la Maguana, Azua and Barahona. Commenting on the findings, the Dean of the Engineering Department at the INTEC (Instituto Tecnologico de Santo Domingo), Indhira de Jesus, said that the study showed that the issues of access to water and sanitation services affect the poorest homes.
