The number of people displaced by Hurricane Irene now totals 12,596 according to the Emergency Operations Center (COE), which also reported that 25 villages and towns were cut off and 167 houses affected. The effects of the storm, which lost strength last night and became a Category 1 hurricane, continue to be felt, specifically in the north, where it was located some 125 kilometers to the northwest of Montecristi. Relief agencies continue to carry out evacuations in several locations, and for today, rains are expected in Montecristi, Puerto Plata, Espaillat, Hermanas Mirabal, Maria Trinidad Sanchez, Duarte, Samana, Hato Mayor, El Seibo, La Altagracia, San Pedro de Macoris, La Romana, Santiago, La Vega Monsignor Nouel and Azua. Yesterday the COE director, Juan Manuel Mendez Garcia, reminded the public that they should not relax, since the rains that are falling are reaching volumes of as much as 150 millimeters in some places, and this could cause flooding in a large part of the country, especially in the Central Cibao and in the south. He maintained a red alert for 24 provinces and yellow for the remaining eight.

Reporting on the people who were displaced, the COE says that more than 1,300 tourists had to be moved to the upper floors of the hotels where they were staying in the tourist complex in Bayahibe, near La Romana. The Cataluna, Gran Dominicus and Dominicus hotels were affected by flooding from a nearby lagoon, according to the reports. The rains that fell in the east led personnel from the Dominican Armed Forces and the Ministry of Public Works to go to the region and assess the situation, because of the flooding caused by overflow from several rivers, including Arroyo El Chevere, which blocked the road between La Altagracia and La Romana.

Meanwhile, airlines announced resuming of normal operations.
