Five people, including four Central Electoral Board (JCE) employees, have been arrested during an operation against a gang that allegedly forged birth certificates to help people obtain "cedulas" for personal identification and for use as a voter registration card. More than 50 false birth certificates have been found so far, which were used for issuing "cedulas". The District Attorney for the National District Alejandro Moscoso Segarra and JCE president Roberto Rosario revealed some of the details at a press conference yesterday.

Felipe Omar Achecar Concepcion, a former JCE employee, and current employees Nilsia Francisco, Wanda Suero, Eleodoro Smith and Roberto Carrasco were arrested and taken to the holding cells of the Palace of Justice in Ciudad Nueva, where they will be arraigned before a judge in order to consider coercive measures. Moscoso Segarra told Diario Libre that Achecar Concepcion, arrested at his home yesterday, was the alleged leader of a national network of document forgers. He said that Achecar Concepcion was supported by a group of JCE employees who he contacted personally or through third parties, in order to ask for switching of identities (on documents) in return for large sums of money.

"We have dismantled this dangerous gang which, supported by JCE employees, enabled dozens of people, including criminals, to procure double identities... we have arrested four employees of the JCE of the National District," he said. Moscoso said he believed the forgeries had contributed towards protecting drug trafficking operations and organized crime. At the same time, the JCE president, Roberto Rosario, offered his total cooperation with the actions taken by the District Attorney in order to investigate all of the employees and officials that he considers necessary. "We will not hesitate to fire and prosecute all the people who are found to be tied to illegal activities that put the national security in danger by enabling organized crime to hide behind double identities," he said.
