I read a post from an individual in ISG. He brings up an important issue (problems at gas stations).

Fraud at gas station near SDQ airport Avoid
Texaco on the penninsula, I think. I leave airport with rental car on empty. Stop at the big gas station, fill it up. The attendent tries 4 credit cards, all he claims unsuccessfully. By this time, another attendent uses the pump and my gas price has disappeared. He demands $55 USA for 8 gallons! I refuse. I go into station to retrieve pesos from the machine. There is no possible appeal. To who? I offer the equivalent of $37, he accepts. This scumbag station is doing this to all tourists. Be aware.
I am sorry to hear what this individual went through.
But he could have done the following.
Before driving his rental car, check if it had a full tank of gas.
Never use your credit card at a gas station.
Before you leave the gas station, check if they filled it up with a full tank of gas or not.
This seems to be a common practice in the DR. Where guys at the gas station tell you that you now have a full tank of gas (when you actually do not).
