Manny Ramirez may not be able to play with the Aguilas Cibaenas after all. Before he can, he may need to be reinstated in MLB. Ramirez retired from the Tampa Bay Rays to avoid serving a 100-game suspension for a violation of the MLB's drug policy. The snag is that now MLB says he cannot serve his suspension until he is reinstated as a ballplayer.

Ramirez had announced he would be joining the Santiago ball club Aguilas Cibaenas training sessions in Santiago in time to join the team from the start of the Dominican Professional Winter Baseball Tournament in mid October.

Ramirez is known for being one of the three top Dominican players, the others, Pedro Martinez and David Ortiz on the Boston Red Sox Championship team's 2004 pennant, their first World Series win in 86 years.

Leonardo Matos Berrido, president of the Dominican baseball league, says however that there is no measure prohibiting a Dominican ball player from playing in the DR for violating the steroid rule in the agreement between both leagues. He said that Manny Ramirez would be able to play with the Aguilas. "To this day our organization has not been notified by the Majors, all that has been heard is speculation," said Matos Berrido, as reported in El Dia. He concluded that everything that is not prohibited is allowed. Yesterday, Rob Manfred, MLB executive vice president of labor relations confirmed to Jerry Crasnick of espn.com that Ramirez would not be able to play in the DR because he is on the list of inactive players and has to receive permission from the office of Commissioner Bud Selig. Manfred said that Ramirez could not play for a Major League team, a minor league team or any affiliated organization.

El Dia reports that Ramirez sought to request his readmission into the Major Leagues, meet his suspension and continue his career in 2012, playing in Japan, if necessary.
