The president of the American Chamber of Commerce, Julio Virgilio Brache called for changes in the focus of government so that efforts center on creating wealth not on redistributing it in his speech at the AmCham luncheon on Wednesday. He said this would contribute to improving competitiveness levels in the Dominican Republic. Brache spoke to introduce guest speaker Andres Vanderhorst Alvarez, executive director of the National Competitiveness Council (CNC).

As reported in Listin Diario, Brache highlighted that the reason why while there have been improvements in the legal and regulatory framework to do business in the DR, the country continues to decline in the Global Competitiveness Report 2010-2011 of the World Economic Forum. He pointed to institutional weakness, in the public and private sector, as the reason for the decline. "Institutions play a fundamental role in a market economy. When they operate adequately, business flows. When the contrary happens, there are obstacles to compete," he said. He called for a reorientation of public institutions so these may center their work "on generating wealth and not redistributing it".

Brache praised the efforts of the CNC and achievements in the legal and regulatory framework.

During the luncheon, Vanderhorst called for advances in the use of renewable energy, a new focus to education so that it moves from analog to digital and responds to the real needs of the country, and more backing for entrepreneurs. He called the work of these key to the development of the Dominican Republic in today's digital world.

The World Economic Forum ranked institutional weaknesses as the most problematic factors for doing business in the Dominican Republic. Of 142 participating countries, the DR ranked 142 in wastefulness of government spending and reliability of police services, 141 in favoritism in decisions of government officials, 140 in diversion of public funds, in diversion of public funds, and 135 in public trust of politicians.
