The first chamber of the Higher Administrative Court (TSA) issued a ruling on Friday ordering the provisional suspension of the application of Rule 13-2011 issued by the Department of Taxes (DGII) that requires banks to serve as retention agents for the 1% tax on interest rates in deposits. The banks had rejected the measure on the grounds that it would be difficult to apply and because it would violate their commitment to clients. Judge Sara Henriquez Marin ordered the suspension of the measure that would have gone into effect on 1 October 2011 until the hearing on the recourse submitted by the Commercial Banks Association (ABA) is heard on Friday, 7 October. It would affect over 22,000 bank accounts.
