Deputy Assistant Secretary of the US Department of State Bureau of Western Hemisphere Affairs Matthew Rooney, who is in Santo Domingo attending the Pathways to Prosperity 4th Ministerial Meeting, called for governments to make more funding available for small business. He stressed that they create most jobs and make the greatest contribution to the social inclusion of the poor, as reported in Diario Libre. He said that funding for small business was scarce in Latin America and reforms were needed to open the doors of mortgage entities to them. He also called for more training programs for workers and backing for entrepreneurs so they may benefit from the trade opportunities created by free trade agreements. He urged for measures aimed at turning jobs created in the informal sector into formal jobs.

Rooney spoke to the press after attending the opening of the Pathways to Prosperity's fourth Ministerial Meeting that is taking place in Santo Domingo. The event is being held at the Ministry of Foreign Affairs Conference Hall as part of the Pathways to Prosperity in the Americas Initiative. US Secretary of State Hillary Clinton, one of the leaders of the initiative, is also attending the meeting.

Speaking during the opening ceremony, Alicia del Castillo, Deputy Minister of Industry and Commerce of the Dominican Republic, said there were 450,000 micro, small and medium-sized companies in the DR, employing 1.3 million Dominicans. She commented that 60% of the 450,000 micro businesses have monthly sales of around US$600, stressing the efforts to increase their yield.
