The National Business Council (Conep) says the one-day passing of the National Budget as received from the Executive Branch by the Senate, with its ruling PLD party majority, is a negative sign reflecting the lack of institutionalism on the part of the Senate. The Senate passed the bill without discussion and chose not to send it to the bi-chamber commission (Senate and Chamber of Deputies) as established by the Fundamental Budget Law. The Senate gave it its approval within two working days of receiving the bill. Conep indicated that this alters "the spirit of our constitutional order that establishes a three-month period to discuss the budget."

The Young Entrepreneurs Association (ANJE) also expressed concern on the celerity with which the Senate dispatched the important bill. The Executive Branch established a budget for 2012 for RD$430.8 billion. "It is unacceptable that the National Budget that presents a considerable deficit should be approved by the senators without taking reasonable time to evaluate and analyze the chapters to achieve a budget that promotes investment and sustainable development, avoiding the need to take on more debt," said ANJE president Lara Guerrero, as reported in Listin Diario.
