An interview with Heraldo Munoz, director of the United Nations Development Program for Latin America in the Spanish newspaper El Pais is being debated in Santo Domingo press. In the interview, Munoz makes the point that to be effective in fighting drug trafficking more cooperation is needed from the consumer countries of Europe and the United States. Munoz is proposing a change to an integral strategy.

"The point is that you cannot tackle the issue of crime and drugs without international cooperation and particularly from the United States because it is the main consumer market. I had the privilege of being with the President of Mexico and the UNDP Regional Administrator, Helen Clark two weeks ago. Felipe Calderon said: 'Mexico's problem is that we are the main platform located next to the largest consumer center in the world. We pay the consequences of living next to the first market in the world.' Therefore, we must attack the issue from the point of view of demand and production of weapons. It cannot be that 85% of the weapons seized from criminal groups in Mexico come from US, most of the armories of the country are near the border of Mexico and there is no control on their export. Without the cooperation of US and European demand markets, the trafficking is difficult to confront. Perhaps we must begin to think, as the President of Mexico has said, about market mechanisms to address this problem".
