El Caribe reports today on how the newly elected president of the Federation of Students (FED) of the state university (UASD) has cost the country over RD$430,780 despite his having only completed, in his own words, about 25% of the courses required for his medical degree. A UASD study estimates the cost per year of a student at RD$21,539, but then the case of the new FED president Ambiorix Rosario, and his 21 years at the university, has highlighted the high cost of the state university, where many continue studying for years after the normal five-year period for completion of a degree has passed.

El Caribe says that for many years, the state university has not been expelling students for poor academic scores, and no mechanisms are in place to set a deadline on how long a student can remain in the university, despite the existence of a Student Yield article in the Student Ruling of the UASD.

The UASD has 185,403 students registered, of who 62% study in Santo Domingo and 38% in regional branches. At the UASD, classes of one professor to 59 students are normal, compared to student-professor ratios of 13-1 at INTEC, 14-1 at UNAPEC, 10-1 at PUCMM, 33-1 at Unicaribe, 7-1 at UNIBE and 29-1 at UTESA.

El Caribe reports that on average 33,000 students enter the UASD each year, but only 7,000 graduate.

In the past decade, the government has increased the state university's budget by 300%. It now has a budget of RD$3.99 billion.

Following the scandal provoked by Rosario's election, the rector of the UASD announced that the ruling for academic yield would again begin to be applied as of December for admission next year.
