The money demanded by the Coalition for a Dignified Education, the UASD, the Dominican Federation of Municipalities (Fedomu) and the judges for their areas is equal to 33.6% of the budget. Just yesterday the Chamber of Deputies went through the agenda in less than 10 minutes so that they could send the legislative proposal of the nation's budget to a special commission. In the meantime marches, banners, marathons and protests mark the demands by the UASD for 5% of the budget. The Coalition and their yellow-shirted campaigners were calling for the fulfillment of Law 67-97 that says that 16% of the budget or 4% of the GDP should go to Education. And the municipalities, represented by the federation are calling for the 10% of the budget, and the opposition PRD has picked up their calls, since it is part of Law 166-03. And of course the Judicial System is arguing for its 2.6% of the budget as consigned under law 194-04. In Article 3 of that law it specifies that the Judicial Branch should receive 4.10% of the State income with 65% going to the Supreme Court and the remaining 35% to the Attorney General's office. An article in today's El Caribe says that the Legislative Branch (3.1%), the Chamber of Accounts (0.3%) and the Central Bank (1%) all have legal claims to part of the budget although they never seem to obtain them.
