The National Business Council (CONEP) headed by Manuel Diez Cabral, says that in order to approve several of the clauses contained in the legislation on the General Budget of the State 2012, which modify organic laws, a special majority of two-thirds of the deputies must vote in favor of the proposal. Diez Cabral said that the budget proposal delegates in the Executive Power the real distribution of the Budget, which contradicts the Constitution and an express modification of Article 35 of the Organic Law of the Budget. He said that in order to approve the Articles 12 and 38 of the legislative proposal the package would require a two-thirds vote of the legislators present in the session.

The leading business organization reiterated its concern over the rushed approval of the Budget by the Senate and called on the Chamber of Deputies to begin an in-depth study of the bill, in order to avoid mistakes, as well as to deal with some aspects that go against constitutional order and organic laws of the nation. These aspects could put the constitutionality of the acts of the National Congress at risk, according to Conep.
