The president of the Association of Builders and Promoters of Housing (Acoprovi) says that Art. 76 of the Migration Law 285-04 is not enforceable. He said that no small-scale business has the capacity or financial logistics to contract the workers in Haiti and then transport them to the country and back to Haiti, as established in Art. 76 of the new Migration Law. After sitting on the ruling for seven years, on Wednesday President Leonel Fernandez signed the ruling to implement the Migration Law.

The law establishes rights and obligations affecting the entry and status of migrants to the Dominican Republic. As reported in Diario Libre, the president of Acoprovi says there should be a logistics for monitoring the foreigners, but says the engineering companies cannot supervise their stay in the country.

Meanwhile, Circe Almanzar said that the ruling is a sign to the international community that the DR is starting to exercise sovereignty over its migration policy. Governments in the DR have been especially lax about migration, resulting in a growing number of illegal immigrants in the country demanding social services, at a high cost to taxpayers.
