Experts analyzing the newly passed Migration Law say that the new ruling will encourage illegal migration because its implementation is too costly and complicated. Wilfredo Lozano, of the UNIBE university research center and consultant to the Latin American Faculty of Social Sciences (Flacso), said that the requirements are one of the weaknesses of the ruling recently signed by President Leonel Fernandez after holding back for several years.
Eddy Tejada, a lawyer specializing in migration issues, said that imposing so many demands for legal migration would stimulate illegal migration. He said that the US$200,000 requirement for privileges for foreigners was excessive.
