Resolution 32/2011 dated 20 October the Central Electoral Board (JCE) authorizes civil registration officers to issue birth certificates to people whose Dominican nationality is under investigation, as reported in Hoy. The decision on whether to accept the cases under investigation is left to the JCE assembly.
This resolution contradicts comments by JCE president Roberto Rosario, who had told representatives of the Movement for a Discrimination-Free Civil Registry that the suspension of issuing of birth certificates would not be lifted until the Supreme Court of Justice decides on the birth certificates under investigation, as reported in Hoy. He said that the intent is to force the JCE to grant nationality indiscriminately and with privileges.
