A former First Lieutenant of the National Police, Francisco de los Santos, known as "La Soga" is being sought for allegedly committing several contract killings. He warned the Police that he would not give himself up for investigation. De los Santos, who deserted several days ago, is reported to have sent his superiors his pistol, his flak jacket, handcuffs and other items that were assigned to him by the Police. This equipment was supposedly sent to the police authorities in a bag, which also contained a note saying that he would not turn himself in.

Before being declared a fugitive, "La Soga" was posted in Mao and has been sought since last Friday in connection with an investigation into the murder of two young people in the Ensanche Libertad in Santiago, for which he is supposed to have received RD$250,000 that was allegedly handed over by traders Juan Silverio Urena of San Francisco de Macoris, and Bonel de Jesus Lanfranco Castro of Santiago. Both of these men have been arrested and are being held.

Last Saturday, the Police Chief, Major General Jose Armando Polanco Gomez confirmed that Lieutenant de los Santos was being sought for taking part in contract killings, and he asked him to turn himself in. Also, the spokesman for the Central Cibao Command of the National Police called on "La Soga" to turn himself in so he could answer the accusations in court, and avoid an encounter with the agents who are looking for him. Reports sent to Diario Libre say that "La Soga" could have already crossed the frontier in order to evade persecution by the Police authorities.
