By law, 69.9% of the budget is assigned to chapters falling under nine ministries, according to a report in El Caribe. The National Budget recently passed by the Fernandez government falls in the same illegality as its predecessors. Congress had passed a series of laws that stipulate percentages or fixed amounts of the revenues should be assigned to specific chapters. In practice this has been ignored by all governments.

The allocations have been making headlines after civil society campaigners mobilized the population to demand the fulfillment of the Education Law that obliges the government to assign 4% of GDP or 16% of the National Budget to the education sector.

Congress has assigned fixed percentages or amounts of the National Budget to:

Ministry of Education: 4% of GDP or 16% of expenditures.
UASD: 5% of internal revenues.
City governments: 10% of the General Fund.
Political Parties: 0.25% or 0.50% of the General Fund, depending whether it is an electoral year or not.
Ministry of Youth: 1% of internal revenues.
Ministry of Sports: 40% of sporting betting stores revenue.
CONANI: 20% of the 30% collections by slot machines; 2% of internal revenues.
Ministry of Women: 1% licenses for arms.
Ministry of Tourism: 50% sale of tourist cards.
Institute of Tobacco: 8% selective tax on tobacco.
Conaleche: Fixed amount of milk imports.
Central Electoral Board: 1.5% internal revenues.
National Congress: 3.10% of General Fund.
Judicial Branch: 2.66% of General Fund.
Prosecutor General: 1.44% of General Fund.
Chamber of Accounts: 0.30% of General Fund.
Customs: 4% of collections.
DGII: 2% of effective collections.
Central Bank: Capitalization Law of the BCRD.
